I pick Houses of the Holy, but I-IV all come close.

Houses always wins it by just a pinch for me, with PG being second.
Coda is my least favorite. powerofone;
Even though PG's got brilliant songs, there's some songs that don't appeal to me at all, like Custard Pie or The Rover. Why everyone has it as a runner up, I do not know.

Custard Pie is a bit bland, yes. I do like The Rover, though.
Why wouldn't everyone have it as a runner up? It's clearly better than their last three studio albums. That only leaves their first four to compete with it. It's not hard to see some differing tastes there.
You'd have to be weird to like anything after PG more than PG itself. I can at least say that with confidence.

Weird, Custard Pie is one of my favorites.
Here's my rankings (I look at Coda as more of a compilation of leftovers rather than an album, I tend to seperate it from the eight).
1) Houses of the Holy
2) IV
3) I
4) II
5) III
6) Physical Grafitti
7) In Through The Out Door
8) Presence
(All of I-IV is almost tied for me)
PG is great, but I find their first four albums better than it.
