Wind chill is basically what the temperature feels like due to the wind, when actually it's not the real temperature, because normal readings don't take wind into account.

I believe you can use the Yahoo Widget Engine and use a weather Widget. I used to use it, I uninstalled it only because my computer loaded a shitload of things at startup and loading the widget engine and the widgets only added more to it. It doesn't take up much RAM or CPU though.
