So would the 6100 be able to run HL2, Portal, and TF2, decently?
Probably. My computer can run Portal pretty well.

Team Fortress 2 shouldn't really be any trouble since it's all cel-shaded.
Portal uses the same graphics engine as HL2, so they should run equally well.
