There are 13. Make sure you grab the silver skulls. (You don't get achievements for getting them)

I know... nine are achievements/unlockables and the other four are unlockables.
By the way for the score ones do you HAVE to put on the scores to get the achievements?

I've gotten about 11 of them, but I did get all the ones with achievements already

Just go to your achievements for Halo 3, and if you see nine achievements with skulls for a picture, you know you got it.
