Boot into safe mode (make sure you boot into "without networking) and try to get rid of the trojans and spyware by deleting your sister's account or delete the folder Limewire downloads everything to (by default, it's C:\Documents and Settings\[USER HERE]\Shared\.) If not, get an XP disc from your computer's manufacturer, pop in the disc, and install Windows. If you can't get an XP disc, order some Ubuntu LiveCD's and install Linux over Windows.
