I was wondering why IE was going so slow, so I open the task Manager and see what's running...

I completley forgot about uTorrent running, stealing all of my 33.4KB (at the moment anyway) bandwidth 

I'm accepting funds for higher speed internet when I move  educate;

The real problem is Internet Explorer.
