i'm all for the lesser defense matrix, because right now it's a little too good. and too spammable. this raises the skill cap for it.

mercy's rez won't be as broken, but on the other hand you don't need to wait for an ult charge to use it. her new ult makes her a super mercy. ability to fly, heal beams affecting everyone around her, rez cooldown reduced (and reset upon ulting). improved gun during ulting too but i doubt many will take advantage of that.
