Many of them will, but probably not all.

At least, we currently know that the starter pokemon (Bulbasaur, Charmander, Squirtle) can be chosen and obtained fairly early in the game. Pikachu is probably a fairly common wild pokemon found in grass somewhere. I would be surprised if they don't make many other kanto pokemon available wild, especially Magikarp, Tentacool, and Zubat.
