That's not a pokemon
The magazine that these scans are from isn't solely dedicated to pokemon; for example, Doraemon is visible on the same page (left edge, right above Mewtwo's arm).

The only new pokemon that are revealed to any extent so far are:
three starters
two cover legendaries
Sylveon (new eevee)
these four new pokemon from yesterday
new Mewtwo form

They wouldn't intentionally put art of a new unrevealed pokemon in the corner of the page by itself like that, but there is one part of this issue that might show more new pokemon: the artwork on this left page that shows the male protagonist riding the goat:
