well that's only what some people think. he says he challenged the high king to a duel and then used his thu'um to knock the king down and then killed him with a sword

still, ulfric's a douche for killing the king in the first place

seriously it was nearly unplayable for a good 10 or more minutes

it went away once i had killed so many enemies in that area though
