Stupid Dell

Sometimes my monitor flashes on and off. I tried another monitor and it still does it.  If I use a fan in front of the tower, it does it less. And it just seems to be when I am using more graphics.

Do I need a new video card or what? confuseddood;  I currently have a NVIDIA GeForce 7900 Gs and 3 GB ram.

That's a strange issue, I would try taking the graphics card out of its socket, clearing all dust away from the socket, cleaning the gold connectors lightly (q-tip and rubbing alcohol or something), and re-seating it. If that doesn't help then the GPU is probably just kind of dead

clean all of your heatsinks, but especially the GPU and all around on the video card.

I used an air compressor with a water remover thing on it and carefully blew all the dust out.

Does the graphic card come out the same way as ram does?

yeah pretty much. there's probably a clip you'll have to undo at one end of it.
