No, other people made me hold their pokemon til they levelled up, as I got to the Pal park first, and all the pokemon had master ablls which THEY wanted. I took and used them.

It has a better rate of catching them if you caught them in a pokeball. (Not exactly caught, but when it like wiggles.)
