The point was that in 2007, Valve was an awesome company giving everything away for free.

Now, there's the Portal 2 store and the TF2 store, and some of the TF2 hats cost half as much as the game.

Optional or not, it's still indicating a decline from Valve's "Buy the game, get all content free" attitude a few years back.
