GTK+ installs alongside Pidgin. Pretty sure it's required for Pidgin to even run.

I'm not sure where the directory is that Windows keeps GTK+ at. If you don't see a GTK+ theme selector icon in the start menu all programs list, try:
C:/Program Files/Common Files/GTK/2.0/bin

It has a few themes installed by default and a theme selector program in that directory. I'm not sure how to install additional themes, but the ones there should be good enough. The MS-Windows theme makes it look generally the same as all other programs you have in Windows. Clearlooks is another popular theme there.
