I undertstand that the death penalty is not effective, and I agree. However, it seems like you feel that Norway has less prisoners because while they are prison, they  are treated nicer. I don't quite understand that. Are you saying that they have less criminals in general because once they go to jail, they are rehibilitated?

That's exactly the case.  Their corrections system centers around rehabilitation... and it should, given that it is called a "corrections" system.
