I'm sure they wouldn't be exact clones. Take a look at Fox, Falco and Wolf. People think they are all completely clones because their B moves are similar, but if they weren't complete retards and actually played the characters they would realize that this isn't the case in the slightest.

The only characters who share the same smashes, tilts, etc. are Toon Link & Link and Ganondorf & C Falcon. All of which play pretty differently despite having similar moves.

Same goes for Ness & Lucas to some extent but they are incredibly different on many levels.
