You can just tell, there hasn't been any in such a long time. The rest are probably unlockable. If Megaman is in it, he's surely going to be unlockable anyways, because he's probably going to be extremely powerful.

I'd hope for X, or Trigger. If we get an extra Megaman character, it'd have to be either Proto or X series Zero. Fuck the zero series Zero. Lacy panties, ew.
