did the creators of photo formats go from 8x10 to 11x17

I know there's a couple in between those, but those are the two most widely used mid-sized print sizes, and they're not proportional. this is irritating because when I develop a 35mm print the standard size is 8x10, but when printing digital prints the ideal standard is 11x17. these two sizes do not look good next to each other. 8x10, in fact, never looks good, and looks like a big blocky mess with a matte around it.

this post was mostly to express my distaste for 8x10 being a photo-printing standard
