OK, whenever I try and host a gears of war match, my friend can't connect to me. The same goes for me when he tries to host a match, but if he puts his ethernet cord into his modem, I can connect to him. Is there something wrong with my router or can 2 routers not connect?

Is he using your router too? If so, maybe you can't play someone with the same IP as you.

What does the game have to do with anything? The game works just fine but I can't connect to him for some reason. Is there something wrong with my router?

Most of the time, yes, but there are a few exceptions when it says "Connection to host has been lost"

Reconnect your router and try again.
Maybe even try reinstalling the router.

I've reconnected it multiple times. How do you reinstall a router..
