If you brother would like an account, he should create one for him self, and enter his personnel information so that it is his account. Accounts should not be shared, and at this time both of the alt accounts will stay deactivated.
If you do not think this is unfair, you may contact Customer Service and explain the situation to them, they have more options to resolve issues like this then I do at the moment.
