Was I supposed to do something after I beat the 3rd Gym and got Dawn her Pokedex back? Did I go to the right place?

After you do that you should head to Pastoria City.
I'm way past that part so I'm just recalling this from the guide.

It should be on the bottom screen when you're not battling.
I don't know if you get the add-on later but just hit the red button until you get a graph-type screen, then just scan the area until you see an item.

Hearthome. Once you Fly there or get in the center just head down and follow the path until you reach the city.
