it depends somewhat, but these days i usually turn them on. for games, at least. never for movies/shows.
usually off because i end up reading the movie insteado f watching it
if you're reading subtitles and listening to dialogue in the same language at the same time i will personally find you at your place of residence and deliver a strongly worded letter and then watch you read it
deliver the letter, then read it out loud as (s)he reads it at the same time
It depends. If the show has a low max volume I leave them on. Or if the accent is very thick like something extremely chavy or foreign.

If I'm using my headphones, not all of time. Without them, yes. Especially since most content has such high contrasts between the quietest dialogue and needlessly loud music/"action"
I prefer to always have subtitles across games, movies, and TV
but sometimes there are TV shows that have very poorly-timed closed captions that annoy me enough to turn them off. If the characters are almost done saying a line by the time the line appears in text on-screen, those captions aren't worth having.

imo it also ruins it if the subtitles can be read before the character says the entire line
I typically turn subs off on games unless it's particularly hard to hear/understand

kinda off topic, but i remember when i was a kid, i invited a girl to my home and when she saw my father, he said something to us. and she just sort of stared at me and him and she whispered to me "i dont understand what he's saying tbh."
but i said, "he said, 'hello, we're not letting other kids in atm'...in english...you really didn't hear that?"

and i heard it clearly but she was so confused. my father's accent isn't even that bad, or i guess it can be.
