$60 is cheap for a controller these days

Because it is. I would guess that picture is by a third-party developer who bought a PS4 dev kit
and that same developer has also created games for Wii and owns its dev kit

the grey box on the bottom of tec's image is the development playstation device; its controller is connected by USB. Wii just happens to be stacked on top of it and in the background of the image.
