Well, a lot of time it's just income disparity. In Milwaukee's case, you have wealthy white suburbs (more expensive cost of living) surrounding a city where cost of living goes down as you go towards the center. This isn't unique to milwaukee, but there's some other factors there (Like a terrible public transit system) that makes it harder for inner city individuals to even get to work.
I don't know. For a persuasive speech, it'd be pretty easy to construct some easy solutions (better public transit, pumping more funding into inner city schools
(Frontline did a great story called Dropout Nation about a school in Houston that used some pretty aggressive counselors that worked one on one with students in and out of school to get them a diploma), etc.
Just stay far far away from any dead topics (legalize pot, abortion, lower drinking age, capital punishment, gay marriage.....)
