Who wants to help me get one going so I can start on my little comic idea? I'm no good at creating and designing these things and could really use some help to get started.
Tumblr is supposed to be a good place, but where else could these be published?

Here's a couple things. Don't know how useful it will be.
I would make your own website based on wordpress (because it's easy), then also post everything on tumblr as tumblr.yoursite.com
ideally you should post many other places in addition to tumblr, in an attempt to gain more traffic for the standalone site. consider your audience

wordpress skills are very valuable

The only site I seriously follow isn't on Tumblr, but on blogger. sillydood;
i would opt to do both tumblr and your own site (maybe with wordpress in it like snorkel said)
but start with whatever's easiest and then get something more personalized when it's gotten some attention
use the blogging platform that i wrote.
it only allows you to post and tag things.
it's highly customizable though
but you can't edit
or comment
or have accounts

keep in mind that using tumblr as your primary publishing platform will invalidate any worth you might want the content to have (but it's very valuable for gaining attention)
an independently-branded website will establish your work with fluency and class.
