Consistency is only good if you are willing to change your views if you happen to be wrong at times.
Consistency for sake of consistency is no better than politicians "flip flopping" on issus (I'd say it's even worse since politicians are elected to represent us so if they 'flip flop' on an issue to appeal to the masses then they are representing an issue supported by the masses).
Take his views on OSHA and FLSA. He has been "consistent" in opposition to those regardless of their positive or negative effects on the economy and standards of living for americans. An ideal politician would have the guts to admit he were wrong on an issue even if it makes him look "weak" for changing his stance.
It happens in science. If someone supports a hypothesis or theory that is proven wrong or superseded by another, more accurate one no one (except maybe Christian Evangelical Apologists) says "but to his credit he is consistent in his support for that conjecture".

that kind of policy is terrible for people that live in shitty states, e.g. zidone. if some state wanted to enact a law allowing the public burning of homosexuals, ron paul would say it's not prohibited by the constitution and thus their right to do so
