I want to make a map of the US that shows regions that highlight and display information when you roll over them, and then links you when you click them-- and I want the ability to quickly add regions later with minimal work. Also, there might need to be some sort of indicator thing because some of the regions are super tiny. Another option would be to have the main map show by state, and then have another pop-up map of each state when you click on it, showing the regions. <-- this is probably best, since some of the regions are REALLY small, especially if they were viewed as part of a giant map of the US.
HOW SHOULD I DO THIS?
you have a couple options, the easiest would be to make a lot of separate images that change when rolled over (easy to do with CSS by duplicating the image so it's regular on top and rolled-over-version directly beneath, then hiding the lower half from display and moving it up when rolled over). then arrange the images with x,y absolute pixel values
another option would be to have a single image / few images and control the rollover areas/popups with javascript and regions defined by x,y coordinates, which is significantly more complicated
or, you could make the whole thing in flash with actionscript.
that sounds like more work than I want to do.

I have great maps for this sort of thing. I pry the defense networks and most are complied by the NRO or CIA. Which are charged with 'foreign' reconnaissance. . .
