actually, scratch that, i found a page of "highest towns by country" on wikipedia: http://en.wikipedia.org/wiki/List_of_highest_towns_by_country
Japan's is Fujikawaguchiko, a town near Mt. Fuji. not real heavily populated, but not barren.
