I understand that prison reform is something that needs to be done, because the prison industrial complex is an awful thing in general. And I also understand that capital punishment is not something that should not be condoned. And that most people who believe one of these things, also believes the other.
So my question is, what do we do to those people like John Allen Muhammad, who seem to have no true motive or drive, and also not necessarily and strict mental illness? What do we do to those people far beyond repair, but not worthy of the psych ward?

Hmm. Are you talking about Government "marginilizations"? That's not justified, but they're not going to punish themselves.
