I just want to point out that this isn't even a big deal. Maybe the person wants to make sure that the intersection is clear before coming to a full stop.

Actually, it can be. You need to be stopped far enough in order for the traffic lights to read so that it can turn green, and you can go. If you're not up that far, the light will stay red.

Most lights here operate on timers, the only things that really operate on sensors are the turning signals on intersections where a smaller street meets up with a larger one.
