If you buy from a used car dealer just ask them about getting a title and they'll probably setup all the paperwork for you... actually, I think they do that even if you don't ask, because why wouldn't they. When I got my car (from a dealer) I just signed some shit in addition to the buying contract and it was forwarded to the MN DMV I think; registration card came in the mail
for insurance just find out what the minimum required in MA is and talk to your regular insurance provider about it (or call Geico?)

i would think the extreme poverty thing would have given that away.
and well it is when you only have a certain budget and you have to know what all the fees are and shit to operate in that budget then you have to go fill out registration and get insurance and then get it inspected, but you also need to pass an emissions test to get it registered, but you should be registered before your inspection, which is weird
