I used to do it whenever someone would say something that makes me laugh (and I'm a pretty easy laugher), but I seem to have lost this habit for some reason. Now that I've noticed this I'll try to do it more again.

I do it to anyone with negatives, I don't want them to feed bad saddood;

I don't really do either. The only times I ever bless someone is if they did something extremely awesome, and the only time i ever curse someone is if they do something really foolish, i.e. hiro.
