This is actually from a movie, "The Adventures of Mark Twain." It's a section of the film based on Twain's story "The Mysterious Stranger."
This was never a children's show. It was, as many movies are, shown on TV from time to time, however. I've heard from some people that this scene was censored when it was on TV, which is understandable I suppose, but it's sort of unlikely. I don't know for sure, though.
And yes, very old.

I think it's considered a "family" film at times, yeah, made with kids as well as adults in mind. It's pretty obvious that a lot of the deeper meanings behind the sketches, especially The Mysterious Stranger, would fly right over the heads of young kids though.
I'm pretty sure it was never a direct "aimed at kids" movie, though.

Yeah I could kind of tell that to. The meanings are simple enough for older people to understand, but way too complex for children to understand. I would have been terrified if I saw that as a child though. baddood;

Ah, so that's what it is. Regardless, it's still easy to see considering it's included on all current releases of it.
