Title: Multiple nominations for the same user/emote/etc

No, but there's also no point not to. It's nice to know about unanimous opinions just to get a preview of the awards, I suppose. And there's no sense in promoting slower activity.

I thought last year we picked the top 5 from each nomination category.

Well in most cases, we wouldn't need to do that, but if there's a lot of nominations then yeah we'll probably pick top 5.
