I got this issue on my iPod Touch. myface;
Apparently when I downloaded the latest update, it was corrupted so I can't install a corrupted update without corrupting my iPod and I can't restore it with corrupted software so I plugged it into another Mac, downloaded the latest iPod update on that Mac, and restored it there.
