Title: When all TVs switch to digital

What will happen to the old TV signal airwaves? Will they be locked down, or off-limits? I mean, couldn't anybody with the ability just use them to send out any video they want, for old TVs to pick up? Like what hijackers occasionally do now, but rampant? I mean, I could somehow just have my own TV channel for everyone with an old TV withing x miles of where I broadcast? I mean, this could happen, right?

The old TV signal airways will be turned off and the things that send off the signal will more than likely be disposed of. Nothing more to it.
There's probably regulations on being allowed to own one of the things that send out the signals, so you wouldn't privately be able to make a TV channel.

They use the 700mhz spectrum to broadcast, most of which was purchased by Verizon.
