EV training only adds like 20 points to the specific stat compared to a pokemon who NEVER fought a pokemon that gives off the specific EV.
So if the base stats suck(Vulpix/Ninetails) then even if it is EV trained it will be mediocre at best compared to higher base stat pokemon(like Metagross, Tyranitar, etc..)
