Toolbars? Do you mean taskbar? If so, no. Don't even download a Windows XP theme. I make most of the wallpapers I use, but I suggest you try this awesome site (http://www.google.com/).

Back when I wanted to pretty-up Windows XP, I used a visual style called Vista Zero (http://www.deviantart.com/deviation/41222989/?qo=58&q=by%3Aloonyinmate&qh=sort%3Atime+-in%3Ascraps) so you should check it out or if you want to transform the whole look of Windows XP you may try this Vista Transformation Pack 6.0 (http://www.windowsxlive.net/?p=361) by Mr. Windows X (for transparent Windows you'll need WindowBlinds which isn't free and there's no working crack for.) If you're into Mac-themed desktops, I suggest you try the transformation pack FlyakiteOSX (http://www.flyakiteosx.com/) which will give you the whole look of a Mac.
Still, I suggest you to keep your current look. If you really want a pretty desktop, get a Mac or PC with Vista.
