its probably in your WINDOWS or SYSTEM32 folder
Go to your System32 in the WINDOWS directory and find mspaint.exe. If it's not there you probably uninstalled it and you might have to install it by going into Add or Remove Programs and inserting the Windows disk. I did the same thing once, I had to deal with it until I reinstalled Windows. One of the reasons I never use paint, I got used to not having it at all.
