You'll see 108 in the Elite 4, same with 111, 114 is in the Cave by the village with the Daycare (Solaceon?), surf for Tentacool, I believe one of the Elite 4 has 139, go to Celestic Town to see a picture of 150.

Well, depending on which version you have. If you have Pearl, you can only get Dialga's dex data through wifi or after you beat the champ. For Diamond, same but with Palkia.

When you beat the champ, go to.... Cynthia's grandmother's town...and at the top of the town, enter the biggest house and talk to the old lady. She add's Palkia to your dex.

Okay. How are you having trouble with the Elite 4? Too low level pokemon?
I barely beat it with this party.
60 - Luxray, Infernape
46 - Steelix, Mismagius
48 - Palkia
50 - Azelf
If you bring a bunch of revives, hyper potions, you'll get to the final fight easily. Then just heal all your pokemon up, and save before the champ and you should be fine.
