I don't know how to get it in D/P, but once you get the national dex, go to pal park and migrate an evee from FR/LG/R/S.

Oh, then...just go to serebii.net and look around for the pokedex. They tell you where to find every pokeman v;

Go visit Bebe after you get the National Dex. Bebe is in the house next the to Pokecenter in Hearthome City.
