Because any smart person knows that loading up a website with shit like Flash and unnecessary images (e.g., using image borders and image text) is annoying.

Also, who the hell needs computer science?

Nowadays websites like that are considered shitty, but it's a good idea schools should have text-based sites for those folks with a slow connection. Schools don't need fancy CSS, and all those images, the text is what's really important.
