I think some witch turned my neighbors into cats

I was walking home from work yesterday and there was a cat on the sidewalk walking towards me heading out from my neighbor's house.

He kept walking straight and went to the right as we crossed.  This is what humans do. He gave me a slight glance and then continued walking.  If this was a real cat he'd run away or whatever felines do!    Case 1 that my neighbors have been transformed

Then as I to to my neighbor's porch I see a cat sitting  on the front steps.  He just glances at me with a eerily human stare.  He also did not run.  HUMAN

My neighbors turned into cats.  Do the police deal with this? Who do I call?
