It could be really bad for Canada if it ever comes into play or really good if it never does.  Or if it does and it's nothing major.

this is a fairly common feature found in trade agreements worldwide

canada already has a number of similar agreements with other countries

though china is by far the largest economy on that list and the discrepancy in economic weight between china and canada means that this particular agreement is biased in china's favor, but mrs. doubtfire probably figured that securing steady investment from china was worth conceding some economic sovereignty

plus canada also has a similar agreement with the us through nafta (in which case the economic discrepancy is even larger) and that doesn't seem to bother canadians too much

on the other hand, canada could theoretically pull out of nafta with just 15 months' notice which probably helps to keep things balanced, but it's locked into its fipa with china for 31 years lol[/spoiler]
