no you don't need an account to upload pics there. i think you can have one if you want to keep track of what you've uploaded, but i don't.

It's nice to have an account though because you can have them organized in different albums and have them set to private or hidden.

In Windows 7 you just go to Personalize>Desktop Background, the the Browse button to pick the location
