I'm really into anime that doesn't have a lot of action, the best example I can come up with is Welcome to the NHK, but I liked Chobits and Ah! My Goddess as well. Anime about people and their everyday lives. I've been thinking about looking into The Meloncholy of Haruhi Suzumiya, how is that one?

watch it

Samus Aran

haruhi is one of my favorite series, i strongly suggest it. it's not really just "everyday life," it's sort of a mixture of that and comedy and non-direct sci-fi elements

it's a lot of things in one show, really.

whether you watch it by airing episode or chronologically is up to you though, and if you watch the 2009 version with 28 episodes instead of 14, feel free to skip most of the "endless eight" episodes, if not all.

i mostly just watch the original 14 eps, they're the best. only a couple of the later ones are important to the story at all, and even then, only if you plan to watch the movie.

confusing, i know.

piano moths

You should watch Mushi-shi! Please

What anime with action are you comparing to? The shounen series like Naruto, Bleach, and Dragonball?

There are plenty of comedy and romance anime and just about none of them focus on action. There are tons of comedy series, but I won't list them because I think it looks like that might not be what you're looking for. If you're interested in romance (judging from Ah! My Goddess, I would guess you are), the romance series I'd most strongly suggest is Clannad, including its second season.

Aside from those, some others that I'd suggest with little to no action include:
Eden of the East
Gosick
Mawaru Penguindrum
Spice and Wolf
Steins;Gate

and some that do have action, but don't focus entirely on it:
Angel Beats
Baccano
Last Exile

Like Kaz mentioned, the anime adaption of Haruhi has a few odd quirks:
The first 14 episodes originally aired out-of-order
In the second half (which aired a couple years later), the animators made a strange decision to animate 8 different iterations of a time loop in 8 episodes which all practically contain the same events. These episodes are similar enough that it's often suggested to skip the first 7 and only watch the 8th which includes how they broke out of the time loop.
The second half chronologically takes place somewhat in the middle of the first half.

For watching both halves, just follow this order: http://en.wikipedia.org/wiki/List_of_The_Melancholy_of_Haruhi_Suzumiya_episodes#2009_version
The episodes with a description in this article's section are from the second half while those without a description are part of the first half. Skip episodes 12-18 (Endless Eight I - VII). We used this order when streaming the series.
