Basically he's concerned about his 'lil fam' being involved with other people's issues and problems involving such characters as 'baggatta' and 'blevins' and addressing this letter to an unmentioned recipient in order to remind him of handling his own shit instead of using and gassing up his 'lil fam' for his dirty deeds.
