Are they human or animals!? I'd say humans even though they are mongrels. I am watching a program on TLC about them. We studied them in Anthro last year too. Why would it even be in question if they were human. They can teach them how to talk and what not.

Oh Lacey, there's a point in childhood development that leaves a gap that allows the child to learn their primary language. When this gap closes, it becomes more difficult for the kid to learn any language, sometimes even impossible.
