it works as a non-literal concept because people often do start with the "tamest" illegal substance, but the idea that it always makes people want to go on to harder drugs is certainly bullshit, yes

protip: the "gateway drug" effect comes from anti-drug propaganda that tells people horrible shit will happen if they smoke weed. They try weed and see that nothing bad happens so what they were told about other drugs were also lies (as most of it was) and end up trying those drugs.
