You can't get a keygen for CS3. You need to download a torrent for CS3 and a crack using Azureus.

DOWNLOAD THE TORRENTS. EXTRACT AND RUN ABEPHTSHP (OR SOMETHING LIKE THAT) THEN RUN SETUP.EXE. WHEN FINISHED WITH THE INSTALLATION, RENAME THE FILE PHOTOSHOP2 TO PHOTOSHOP FROM THE CRACK DIRECTORY AND COPY/PASTE IT INTO THE PHOTOSHOP INSTALLATION DIRECTORY.
